Each institution has its own system level Smart Phrases/Lists/Texts. The only ones between institutions are the Foundation level SmartTools. Even those vary somewhat based on which iteration your institution uses (i.e., 2018 has more Foundation options than 2016). You can find a list of them on Epic User Web. voppp.
