The internal gasket failed on my 2007 and there is no available replacement short of replacing the entire spool valve. Valve cover is probably fine - fix the spool valve leak, clean the area and re-assess. There is a TSB for this - follow the PNs and procedure in that document. I don't know where you got this idea but spool valve assembly for 06 (15810-RKB-J01 ) is $500+ just for the part (MSRP for the part is apparently $722 - from hondapartsnow.com) so $950 while a bit on the high side, isn't WAY out of the line considering they will most likely not get the parts online and have to warranty the work.
