The most efficient way to grind the leves, from my experience, is to set them to your current level + 2. This'll get you the max (9) points per successful gather of the easiest leve item. These leves do take quite a lot of GP, so you might want to spend your GC seals to buy GP potions. You can get some mounts and emotes from them too when you rep up. PSA for those of you Leveling Mining and Bot. Leves are your best option until x3-x4 (ie 73-74). Then collectables are the fastest way. Plus scrips. Win win. In less than a minute you can gather 2-4 items instead of spending 3-5 on a leve, and you'd still get more doing the collectable. Not sure how this pans out for Crafters.
