So I found south of the outpost a little lake, tracks of a bear, cought the call of that bear and sighted the bear and also found a musk deer laying killed on the ice of the lake, in short everything that are sign of the predator, but the quest didn't count. Basically whenever I restart Steam, it resyncs with the cloud and reset all my outposts and discovered outlook points. Although completed missions stay unchanged.
