Qunari's (ladies at least) just don't look good in mage armor; not great in rogue armor either. But yes, there are a lot less choices for Qunaris than anyone else in armors, especially mage stuff. It sounds like you actually can't find/make anything usable in the beginning, though, because that confuses me.
